Owner-Occupied Housing Rehabilitation Program

The Owner-Occupied Rehabilitation (OOR) Program offers low-interest loans for qualifying home repairs. The program is available in the unincorporated areas of Shasta County, including the City of Anderson and Shasta Lake City.

What is the OOR Program?

It is a deferred loan program for repair costs between $5,000-$80,000.  Loans have a 30-year term with up to 3% annual simple interest.  

Who is eligible?

Eligible applicants must own and occupy the home being rehabilitated as their primary residence and meet gross household income limits up to 120% Area Median Income (AMI) based on available funding sources.

What repair items are eligible?

Here are some examples of work that is typically eligible under the program:

  • Roofs and gutters
  • Insulation
  • Windows
  • Well repair
  • Water Heater
  • Wheelchair ramps
  • Grab bars
  • Siding
  • Central heat and air
  • Electrical
  • Plumbing
  • Painting
  • Doors

How does it work?

Start by contacting the Housing and Community Action Programs (HCAP) through one of the contact methods at the bottom of the page to arrange a pre-qualification interview. If you and your home meet the program requirements, you will be provided an application packet. When the completed application and supporting documentation is received from you, a HCAP specialist will verify that eligibility is met and begin the preconstruction process.
