The Department of Resource Management was established in 1992 following the merger of four independent departments. This change was initiated by the Board of Supervisors to save costs and improve the efficiency of these units. As a result of the reorganization, there have been several improvements: (1) a reduction in the number of permits required for various development projects, (2) a decrease or elimination of fees associated with application processing, and (3) significant reductions in the time required to process applications.
The Department of Resource Management offices are open to the public for pre-scheduled appointments and walk-in assistance for Air Quality, Building, Environmental Health, and Planning permits, as well as parcel information.
Lobby hours are from 8:00 AM to 5:00 PM, with appointments available between 8:30 AM and 3:30 PM. We recommend scheduling an appointment to ensure a dedicated hour with one of our friendly and knowledgeable staff members and minimize wait times. Walk-in assistance is available on a first-come, first-served basis, with pre-scheduled appointments taking priority.

Building permit applications must be submitted by 4:30 PM to allow sufficient time for processing before the office closes at 5:00 PM.
Please note that building permits for maintenance work—including HVAC, roofing, water heaters, electrical, plumbing, siding, windows, and woodstoves—do not require an appointment. These can be applied for online by the property owner or contractor, and self-serve kiosks are available in our lobby.
Additionally, all cash payments must be processed by 4:30 PM, while credit card and check payments are accepted until the close of business.
