Our mission is to conduct all procurement activities with integrity, fairness, accountability, and transparency, ensuring the responsible stewardship of public funds while maintaining the public's trust through ethical decision-making, impartial competition, and compliance with applicable laws and County policies.

 

 

 

 

 

Procurement Ethics Policy

 

County officers, employees, and agents involved in contracting and procurement activities are expected to conduct themselves in accordance with the highest standards of integrity, accountability, and professionalism, so as to maintain public trust in the County’s use of public funds. 

 

In addition to complying with the procedures set forth in this Manual, all individuals involved in the contracting process must comply with applicable state laws governing conflicts of interest, including, but not limited to, Government Code Sections 1090 et seq. and 87100 et seq. Generally, these laws prohibit County officers, employees, and agents from participating in the making of contracts in which they have a financial interest. 

 

Accordingly, consistent with appliable law, no County officers, employees, or agents shall participate in the development, negotiation, selection, award, or administration of a contract in which they have a financial or personal interest that could influence, or reasonably appear to influence, the performance of their official duties. Any such interest must be disclosed in accordance with applicable law and County policy. 

 

All procurement activities shall be conducted using fair and open processes, consistent with this Manual and applicable law. Consistent with applicable law, County officers, employees, and agents shall not extend preferential treatment to any vendor or contractor, nor shall they solicit or accept gifts, favors, or anything of value that could influence, or appear to influence, a contracting decision. 

 

Information obtained through the contracting process, including bids, proposals, and evaluations, shall be handled in a manner consistent with applicable confidentiality requirements and shall not be disclosed except as authorized by law.
