Applications for the Woodsmoke Reduction Program are currently being accepted.

The Woodsmoke Reduction Program (Program) is part of California Climate Investments, a statewide program that puts cap-and-trade dollars to work. The Program is designed to help Shasta County households to replace Non-Certified Appliance with new, cleaner burning EPA Phase II heating devices by incentivizing purchase through issuance of Vouchers.  Replacing Non-Certified Appliance with EPA Phase II heating devices will help reduce particulate matter (PM) within the air and help the Air District maintain compliance with state and federal PM standards.

Owner/Tennant Agreement for applications involving rental properties

This program provides vouchers to residents within the Shasta County Air Quality Management District who own non-EPA certified wood stoves or inserts, or fireplaces.  The following types of home heating devices are eligible replacements:

  • Electric stove heaters,
  • Electric heat pumps,
  • Pellet stoves,
  • Hybrid wood stoves,
  • Catalytic wood stoves, and
  • Select non-catalytic wood stoves.

Gas stove projects are no longer eligible.  Vouchers are not available for previously purchased stoves; to participate in this program, do not purchase a stove prior to receiving a singed voucher from the Air District.

Devices located within disadvantaged communities or low-income communities as defined on this map qualify for the Enhanced Incentive Voucher (up to $5,000 for new wood/pellet/electric stoves or inserts, up to $10,000 for electric heat pump projects).  Low-income households outside of these areas also quality for the Enhanced Incentive Voucher.  To qualify as low-income, the household must show proof of enrollment in a low-income assistance program (WIC, LIHEAP, CARE) or have a household income at or below 80 percent of the statewide median household income (currently at $67,277).  All other applicants are eligible for the Standard Voucher of $2,500 for new wood/pellet/electric stoves or inserts, $5,000 towards electric heat pump projects.

Once you receive a voucher, you must make a commitment to purchase a new device from a Participating Retailer within 4 weeks. The new device must be installed by a licensed contractor and meet local fire and building codes; do-it-yourself installations are not allowed under this program.

The Woodsmoke Reduction Pilot Program will be administered by the Shasta County Air Quality Management District in coordination with the California Air Pollution Control Officers Association (CAPCOA) and the California Air Resources Board (CARB). The District is developing a Workplan which will outline how the District will administer the Program locally in order meet the goals and requirements of the Program Guidelines.
