Title VI Coordinator

Civil Rights Protections

Title VI of the Civil Rights Act prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving federal financial assistance. Presidential Executive Order 12898 addresses environmental justice in minority and low-income populations. Presidential Executive Order 13166 addresses services to those individuals with limited English proficiency. The rights of women, the elderly and the disabled are protected under related statutes. These Presidential Executive Orders and the related statutes fall under the umbrella of Title VI.

Federal-aid recipients, sub recipients and contractors are required to prevent discrimination and ensure nondiscrimination in all of their programs, activities and services whether these programs, activities and services are federally funded or not. The County of Shasta (County) Title VI Coordinator is responsible for providing leadership, direction and policy to ensure compliance with Title VI of the 1964 Civil Rights Act and environmental justice principles.

Policy of Nondiscrimination

The County of Shasta, under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person in the County shall, on the grounds of race, color, national origin, sex, disability, or age, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity it administers.

How to File a Complaint

Any person who believes that he/she has been excluded from participation in, denied benefits or services of any program or activity administered by the County or its consultants and contractors on the basis of race, color, national origin, sex, age, or disability may bring forth a complaint of discrimination under Title VI and related statutes. The complaint must be filed within 180 days of the alleged discrimination of the alleged act of discrimination. The County’s Complaint Form can be obtained at:

Provide as much detail as possible, sign the complaint and mail it to:

In case the complainant is dissatisfied with the resolution by the County, the same complaint may be submitted to the U.S. Department of Justice, Civil Rights Division, 950 Pennsylvania Avenue, N.W., Washington, D.C. 20530.
