Special Districts within the County

Special districts are agencies created to deliver specific services within an area defined by distinct boundaries.  These services can include water, fire protection, cemeteries, irrigation, and more.  There are 40 special districts within the County of Shasta: 32 independent special districts, which are governed by their own boards of directors and are not overseen by other agencies; and 8 county service areas, which are governed by the County.

Independent Special Districts

There are several types of special districts within the County.  New special districts can be created, and current special districts can be combined through consolidation or dissolved, based on the actions of the residents within those districts.  For more information about those processes, please contact the Shasta Local Agency Formation Commission, which oversees them.

The Clerk of the Board works with those special districts which have boards appointed by the Board of Supervisors.

Cemetery districts follow Health and Safety Code sections 9000-9093.  Their boards of trustees are appointed by the County Board of Supervisors based upon the recommendations of the district board.

Community services districts follow Government Code sections 61000-61250.  Their boards of directors are elected by vote of district residents at regular biennial general elections.

Fire protection districts follow Health and Safety Code sections 13800-13970.  Their boards of directors are elected by vote of district residents at regular biennial general elections unless the district has chosen to be appointed, per the process outlined in HSC section 13848.

*Buckeye Fire Protection District's Board of Directors are appointed by the County Board of Supervisors based upon the recommendations of the district board.

Health care Districts
Mayers Memorial Hospital District
"Hospital districts" were renamed to "health care districts" in California State Code in 1995.  Health care districts follow Health and Safety Code sections 32000-32499.4.  Their boards of hospital directors are elected by vote of district residents at regular biennial general elections.

 

Irrigation Districts
Anderson-Cottonwood Irrigation District
Irrigation districts follow Water Code sections 20500-29978.  Their boards of directors are elected by vote of district residents at regular biennial general elections.

Mosquito abatement & vector control districts follow Health and Safety Code sections 2000-2093.  Their boards of trustees are appointed by the County Board of Supervisors based upon the recommendations of the district board.

Resource conservation districts follow Public Resources Code sections 9151-9491.  Their boards of directors are appointed by the County Board of Supervisors based upon the recommendations of the district board.

Water districts follow Water Code sections 30000-33901 and/or Water Code sections 34000-38501.  Their boards of directors are elected by vote of district residents at regular biennial general elections.
