The Behavioral Health Services Act (BHSA) replaces the 2004 Mental Health Services Act (MHSA). It changes how existing funding is used to achieve these goals:
- Prioritize care for individuals with the highest mental health needs
- Add treatment for Substance Use Disorders (SUDs)
- Provide housing interventions
- Grow the behavioral health workforce
- Continue to invest in early intervention
- Expand county reporting and community engagement

Three-Year Plans and Annual Updates
County behavioral health programs must submit Three-Year Program and Expenditure Plans and Annual Updates. This was true under MHSA and continues under BHSA. These reports show information on programs funded by MHSA or BHSA. That helps state and local stakeholders understand how and what programs are doing. It also increases transparency by showing budgets and how funding was spent.
