Wellness and Recovery Program

Partnership Health Plan and Medi-Cal now cover more substance use treatment services than ever before through the Wellness and Recovery program. Residents of Shasta, Humboldt, Lassen, Mendocino, Modoc, Siskiyou, and Solano counties can get connected to treatment with one phone call to Beacon Health Services.

Call 1 (855) 765-9703. The hotline is available 24-hours a day, 7-days a week.

You can also walk into Shasta County Mental Health’s office, at 2640 Breslauer Way in Redding, between 8 a.m. and 5 p.m., Monday through Friday. Ask to speak to a staff member with the Shasta County Alcohol and Drug Program.

Available Services for Adults and Youth

Medi-Cal beneficiaries who meet criteria qualify for a range of services. Beacon counselors will help you connect to the most appropriate treatment options:

  • Outpatient treatment
  • Intensive outpatient (more hours per week than outpatient treatment, based on medical necessity)
  • Residential treatment (subject to authorization)
  • Withdrawal management (detoxification)
  • Medication Assisted Treatment
  • Recovery services (aftercare, peer-to-peer and community-based supports)
  • June 2026 Redding Recovery Meetings (AA, NA and more)

Youth Specialty Services

Specialized services for adolescents (including Juvenile Drug Court) and groups for individuals with mental illness are available.

Eligibility: Youth and adults with substance abuse problems who need treatment.

Fees: Sliding scale and Medi-Cal.

State certification status 

Assembly Bill 2081 requires operators of licensed residential alcoholism or drug abuse recovery or treatment facilities, and certified alcohol or drug programs, to share this information on their websites: People can check the license or certification status of these operators on the California Department of Health Care Services (DHCS) website

For the Shasta County Alcohol and Drug Program, the DHCS certification number is: 450027AN. As of Jan. 1, 2025, this program is not listed on the DHCS website because it is in good standing.
